Government & Institutions

Built properly, and built to be procured.

Upstart Lane is a design studio in Rockhampton. We do web, design and accessibility work for councils, universities and government departments, and we're registered where you're already looking.

We're a Queensland small business, based in Central Queensland, and we've delivered institutional-grade work at scale.

Registrations

Where to find us

VendorPanel Marketplace — registered under design, web and marketing, Central Queensland region.

Queensland Government and Queensland councils now source quotes and tenders through a shared platform, delivered with Local Buy. We're on it. If you're seeking quotes under the tender threshold, we should already come up.

If we haven't, ring us anyway.

Local Benefit

Local, regional and small business.

The Queensland Procurement Policy asks buyers, where practical, to invite at least one local supplier, small and family business, or Queensland regional business to respond to each quote.

We're all three. Rockhampton-based, Queensland-owned, and small enough that the person who quotes the work is the person who does it.

For significant procurement, where a local benefits test applies, that's a straightforward assessment. We're inside the 125km radius for the Rockhampton, Livingstone, Gladstone and Central Highlands regions, and the money stays here.

What we do

What we're usually engaged for.

Websites and digital

New builds, rebuilds and migrations in Webflow, Shopify or Wix Studio, and design work that hands over cleanly to an internal CMS or dev team.

Design systems and product design

Documented, accessible component libraries. Interface and flow design for internal systems, portals and learning platforms.

Accessibility remediation

Auditing existing sites and systems against WCAG, and doing the design work to close the gaps.

Brand, templates and collateral

Guidelines that staff will actually use, and templates in the tools your team already has.

Video and motion

Editing, motion graphics and bringing an existing video library into a new brand. We don't film

Accessibility isn't an add on.

For most of our clients, accessibility is a value. For yours, it's an obligation, and it's usually the thing that gets discovered late and costs the most to fix.

We design to WCAG 2.2 AA from the start, with the decisions and the rationale documented so your team can keep working to the same standard after we've gone.

Ask us for the detail. We'll give you the honest version, including what a given site can and can't reasonably achieve.

Two Engagements

How we structure the work.

01

A scoping phase

With a fixed fee and a defined deliverable: a documented scope, the structure, the key decisions recorded, and a fixed-price quote for the build.

02

The build

Quoted against the scope that phase produces.

We're glad to provide both as separate line items, or to respond to them separately if that suits your process better. If you already have a defined scope, skip the first phase and we'll quote the second.

Institutional Work

Work at institutional scale.

FBA - brand and design

A brand refresh with practical guidelines, templates and staff training, then an ongoing partnership across print and digital.

CQUniversity - Website Design system

The rebrand of CQU's website into one 415-component, WCAG 2.2 AA design system. Named Education Website of the Year 2025.

CQUniversity - Learning Management System

Accessible product design for the LMS every CQU student uses. WCAG 2.2 AA, including a first-ever dark mode.

Talk to us.

Seeking quotes, running a tender, or just working out whether we'd be a fit? Ring. We'd rather have a five-minute conversation than exchange three emails.
